FAIRFIELD — The civil grand jury is an arm of the Superior Court of California, County of Solano court and serves the public by investigating and reporting upon the affairs of local government.

The grand jury is composed of 19 citizens of Solano County and is chosen by random selection of qualified applicants. California impanels county grand juries every year to conduct civil investigations of county and city government.

A person may not serve on the grand jury if he or she is already a trial juror, has been convicted of a felony, has been discharged as a grand juror within the past year or is serving as an elected public official.

The members of the 2012-13 civil grand jury are:

  • Steve Sillen of Vacaville.
